Assistance in arranging mediation meetings (including provision of the referral list of mediators) and provision of partial subsidy of mediation fee
The Support Service Centre for Minority Owners under Compulsory Sale (“SMOCS”) will provide a referral list
of mediators for reference of the minority owners affected by compulsory sale applications and help arrange
mediation meetings free of charge. Besides, to encourage minority owners to engage in mediation with the
compulsory sale applicant, the SMOCS will subsidise part of the mediation fees of minority owners affected by
compulsory sale applications. The amount of subsidy is determined on a per property basis. Regardless of
whether a settlement is reached at the mediation meeting, each property affected by a compulsory sale
application will be granted a maximum amount of $4,500 mediation fee subsidy upon completion of the mediation
meeting. If any of the minority owners of the property affected by the compulsory sale application is a
recipient of Comprehensive Social Security Assistance (CSSA), Old Age Allowance (OAA) / Old Age Living
Allowance (OALA) or Disability Allowance (DA), a maximum of $9,000 mediation fee subsidy will be provided upon
completion of the mediation meeting. To be eligible for the above subsidy, a duly completed application form
in the prescribed format should be submitted to the SMOCS together with the required supporting documents*.
(*Note: Applicants who are recipients of CSSA, OAA / OALA or DA applying for a maximum of $9,000 mediation fee
subsidy are required to submit to the SMOCS photocopied documents showing records of the latest 3 months of
the applicant’s bank passbook or records of the monthly statements of the bank as well as the approval notice
of CSSA, OAA / OALA or DA issued by the Social Welfare Department.)
